Is there a way to remove the delete option for emails so that they cannot be removed, password protection would be fine? Have a computer in the office that the users swear they did not delete emails when I know they were there

OLEXP has no such feature but you could turn the feature LEAVE MESSAGES ON SERVER so you can fetch them again.

If this issue is worth solving, is it worth paying for a better email system?

In short, if you give someone access to your email account, they have full access - granular controls do not yet exist. Thus, your only option would be to create a separate, password-protected Windows account, set up Outlook Express under that Windows account to access the email account in question, and then remove that email account under Outlook Express in the old Windows account.
